“My Fellow Human Beings:
"I propose that we embark on an ambitious plan to rid humanity of war by building the foundations for the age of peace.
“The Universal Bill of Human Rights (UBHR) which was adopted by our grandparents in 1948 was the first expression of global human rights, a Magna Carta for humanity, the lesson of WWII. This Bill of Rights was finalized and signed by a majority of the United Nations (U.N.) in 1976 and in doing so made this bill international law. It is time to enforce this law ... this is the foundation for a civil global order of humanity without war.
It is time to complete the work of Eleanor Roosevelt, her signature on this Bill is a testament to her vision of a humanity freed from war. War will be done when Justice prevails.
"Human rights is a polarity of individual and communal rights. Balancing this polarity a matter of Justice.
“The Age of Peace which I project will take till 2050 to complete ... our generation's version of Kennedy to moon.
“I look down the road to when humanity will reap the fruits of this project with universal human rights in all lands and all peoples. And what I see is humanity at peace, a world without the need for war, as justice, justly enforced, keeps the peace. The god of war put to rest.
"We are a human village entering the Global Age. Imagine humanity no different than a village at peace, just law, justly applied. Justice democratically derived from the people, and justly enforced to assure "Tranquility". First according to local norms of law, for we are a pluralistic humanity. And then if local law fails or is overwhelmed, a call goes out, no different than the local police calling out for state and national law enforcement to assure the rule of law. We are a humanity at law and not at war. And we must not be naïve, force used in law enforcement will need transparency to ensure the gun is behind the law and not in front of it. Law enforcement a call of great value to the nation and humanity. Unjust law needing to be made just, the cutting edge of humanity's better angels at work.
"Think of Nelson Mandela, restorative justice more effective in the long run than punitive justice ... as Love tells us ... we must not forget this going forward. Punitive justice is required to remove violent persons from our midst. But prisoners have rights ... and the right to be free of the fear of torture and all afforded human rights, this is humanity listening to its higher angels.
“It will take time to make the Age of Peace a reality, and so we must take first steps first. Starting tomorrow a committee to transform the United Nations into a World of Nations by 2020, the third step to a civilization grounded in universal human rights. U.N. Charter Article 109 opens that door; failure to go through it and we risk WWIII and the Age of Catastrophe to follow.
"Our forefathers laid out the path by signing the Kellogg-Briand Pact in 1928 with the intent of outlawing war. The lesson of WWI. It is time to do it. While reserving the rights for a " common defence" as decreed by our Constitution we the United States of America will "stand down" offensive military operations and transition to a Doctrine of Peace as the mainstay of our foreign policy.
“As soon as it can happen, I will call for a World Peace Conference, with everyone welcome ... no preconditions. If we cannot love our enemies as we should, at least we can talk to them. Those that who do not come to the peace table become of suspicious intent ... in the matter of the enforcement of Human Rights.
“The Age of Peace 2050 Project completed becomes the Age of Peace in 2050.
“We the peoples of humanity in order to establish a more perfect union do establish justice … come dream the dream ... this would be a great gift to our children’s grandchildren? The Age of Peace, we the people of humanity … let’s make it happen.”
